Combine phase A ingredients together under mixing until homogeneous.
Add ACULYN™ 88 Rheology Modifier under mixing. When homogeneous, neutralize with the solution of tromethamine (pH of 7.5).
Add phase C ingredient to phase AB and mix until homogeneous.
In a separate beaker, pre-mix phase D ingredients together.
In a separate beaker, pre-mix phase E ingredients together.
Add phases D and E slowly to phase ABC while mixing at high shear.
In a separate beaker, pre-mix phase F ingredients until complete dissolution of menthol flakes.
Add phase F and phase G to phase ABCDE while mixing at high shear.
